It seems that certificate of deposit rates have almost stopped leaking basis points following the announcement last month of the Federal Reserve's third quantitative easing program, known as QE3. A basis point is one-hundredth of 1 percentage point.

Almost, but not quite. The average five-year jumbo CD yield is down 1 basis point, putting it just below 1 percent at 0.99 percent. The average one-year jumbo CD yield is unchanged at 0.32 percent for the third week. A jumbo CD is available for deposits of $100,000.

The average one-year CD yield remains at 0.3 percent, and the five-year yield is 0.98 percent.

The average money market account yield is 0.12 percent for the 13th straight week.
