Today's rates on certificates of deposit are among the lowest they've been since Bankrate began archiving rates in 1983. But a liquid CD allows an investor to withdraw some or all of the funds in a CD without penalty, allowing him or her some flexibility to chase yield if rates rise.
That's good because high-yield savings accounts came out ahead of short-maturity liquid CDs by a wide margin in Bankrate's CD survey. The best savings accounts had yields of up to 1.2 percent versus nine-month liquid CDs that topped out at 0.4 percent yield-to-maturity.
