Rates on home equity loans and lines of credit were down this week.

The average home equity loan rate was down 4 basis points to 6.44 percent. The average home equity line of credit, or HELOC, was also down 4 basis points, coming in at 5.18 percent. A basis point is one-hundredth of 1 percentage point.
