The average annual percentage rate, or APR, for variable-rate credit cards ticked up 1 basis point to 14.5 percent from 14.49 percent, according to Bankrate's latest survey of interest rates. A basis point is one-hundredth of 1 percentage point. The fixed APR remained at 13.71 percent. The fixed rate hasn't moved since late October.

Residents of five Florida cities cut their credit card debt by at least 18 percent from the end of 2010 to the end of last year, according to a ranking on Tuesday from Equifax. That put those cities in the top 10 U.S. cities to reduce credit card debt. Port St. Lucie, Fla., residents pulled in the highest honor by slashing their credit card balances by 24 percent. Three California cities also made the top 10, while Washington and Louisiana each had one.
