Here's a look at the state of credit card rates from Bankrate.com's weekly national survey of large banks and thrifts conducted Nov. 23, 2010.

The average APR on variable-rate credit card offers moved up 1 basis point from last week to 14.55 percent. The average fixed rate hasn't changed since the beginning of October, when it slid from 13.79 percent to 13.76 percent.

According to a recent myFICO survey, 35 percent of respondents said they rely on credit cards for most of their holiday expenses, and nearly half charge $100 to $500 more than usual during the holidays. To stay within budget this year while using credit cards, apply these five tips for holiday spending.
