Here's a look at the state of credit card rates from Bankrate.com's weekly national survey of large banks and thrifts conducted Feb. 23, 2011.

This week average interest rates on credit cards held steady. The average fixed rate stood at 13.36 percent and the mean variable rate stayed at 14.44 percent.

One year ago, many of the provisions in the Credit Card Accountability, Responsibility and Disclosure Act took effect. The Consumer Financial Protection Bureau, which will take over the responsibility for administering the Credit CARD Act this summer, marked the anniversary yesterday with a conference and new report analyzing the impact of the law on the marketplace. According to the report, the CARD Act resulted in scarcer overlimit fees, lower late fees and fewer rates hikes on existing accounts.
