  • 13.36% (all fixed)
  • 14.42% (all variable)

The average annual percentage rate, or APR, for variable-rate credit cards rose to 14.42 percent after staying steady at 14.4 for four straight weeks, according to Bankrate's latest survey of interest rates. The fixed rate remained at 13.36 percent. It hasn't budged all year.

Visa on Tuesday unveiled initiatives to EMV-enabled debit and credit cards into the U.S. market. Often called chip and pin, EMV stands for Europay, MasterCard and Visa, the developers of the technology. Commonly found in Europe, EMV cards use a microchip and a personal identification number to authorize a transaction.
