Here's a look at the state of credit card rates from Bankrate.com's weekly national survey of large banks and thrifts conducted April 13, 2011.

The average interest rate for all variable-rate credit cards dropped 2 basis points this week to 14.41 percent, while the mean fixed rate remained unchanged at 13.36 percent.

Actual interest rates that individual cardholders pay may be much higher than the rates offered to new customers. In the Credit Card Adviser column for this week, Bankrate explains what rights consumers have and what steps to take if their interest rate becomes unaffordable.
