You can read about things stabilizing all you want, but if offers aren't pouring through your door, it doesn't matter. Companies are just beginning to think "How can we solve these problems?" and haven't posted openings yet. People who are looking around for jobs now should start conversations with line managers about company needs, not openings, and they will be beating the pack.
