The blue turf at Boise State’s football stadium gets people’s attention, and the cheap housing market did the same for speculators and developers the past few years. “There were large developments built on spec without necessarily having a homeowner lined up to purchase the property,” says Fiserv’s David Stiff. Local Market Monitor’s forecast calls for a 9-percent decline in home prices this year.
