Employment -- Hillary Clinton
 

One way Sen. Hillary Clinton, D-N.Y., says she'll help create millions of new jobs is by investing in clean energy, basic and applied research, and infrastructure.

Here are some of her proposals:

  • Modernize our roads, our rail systems, our seaports and our public transit systems. According to Clinton, economists estimate that every $1 billion spent on fixing crumbling infrastructure creates nearly 48,000 new jobs. Her Rebuild America Plan would invest $10 billion over 10 years in an "Emergency Repair Fund" to begin addressing the extensive backlog of emergency repairs needed in our country.
  • Create jobs through an all out commitment to a clean, efficient, independent energy future. Investments in alternative energy can create new jobs for the 21st century. Clinton has also proposed a plan to help modernize and retrofit 20 million low-income homes to make them more energy efficient. She proposed a $1 billion per year "Green Building Fund" to build and renovate public buildings and make them green and energy efficient.
  • Re-energize the manufacturing base through creative partnerships.
  • Stimulate the development of new technologies and life-saving medicines.
  • Overhaul the Trade Adjustment Assistance Program, or TAA, to ensure that workers who have lost their jobs because of global competition get the income support, health care, job training and job placement assistance they need to get back on their feet. Clinton proposes doubling the funding for the job training program under TAA to $440 million a year and increase TAA tax credits to help displaced workers pay for health insurance.
  • Clinton's plan also provides tax credits to help small businesses create new jobs with good health care benefits.
  • Ensure that unions are strong and that trade policies work for average Americans. Clinton says trade policy must raise the standard of living, and it must have strong protections for workers and the environment.
