Credit card rates remained unchanged this week, according to Bankrate's latest survey of interest rates. The average annual percentage rate for variable-rate credit cards stayed steady at 14.52 percent. The fixed APR didn't move from 13.81 percent for the third straight week.

Discover last week said it's giving retailers and the banks that process their card payments until 2013 to accept EMV-enabled credit cards in the U.S. Visa and MasterCard have issued similar mandates to U.S. merchants and their banks.
