Credit card rates didn't budge this week, according to Bankrate's latest survey of interest rates. The average annual percentage rate, or APR, for variable-rate credit cards remained at 14.56 percent for the fifth straight week. The fixed rate stayed steady at 13.71 percent, where it has been since late October.

A survey Tuesday from CreditKarma.com showed that residents of only nine states paid down their credit card balances in December from the previous month. Delaware and Rhode Island cardholders added the most to their card debt, increasing their average balances by 5 percent to $7,423 and $6,388, respectively. Overall, the state with the highest average credit card bill was Alaska at $7,937.
