Will rates go up, down or remain unchanged?

My experience tells me when there is this much uncertainty in the market, it is hard to focus on just a few standard indicators. We have gold at record highs, rates at record lows, oil down from just two months ago at $85.54 per barrel, stock market up (+300 as of this writing for the day) only to see it drop by that much or more the next day. Too much volatility -- not a good thing. I would look for rates to move up this next week.
