Rates: 13.46 percent (standard fixed); 11.08 percent (standard variable)

No movement this week in credit card rate averages for new customers. The average fixed rate on purchases stands at 12.17 percent and variable rates at 11.14 percent. Fixed-standard cards offered 13.46 percent and standard variable-rate cards charged 11.08 percent.

Americans pose more credit risk than they did a year ago. According to the TransUnion Credit Risk Index, which measures changes in consumer credit risk by geographic area, the level of credit risk in the country is 27.26 percent higher than it was a decade ago. Credit risk jumped 7.10 percent over the past year, and almost 2 percent since the fourth quarter of 2008. The riskiest state for lending is Mississippi and North Dakota is the least risky.
