For his leadership after the Sept. 11 terrorist attacks on the World Trade Center, Time magazine named Rudy Giuliani Person of the Year, Queen Elizabeth knighted him and the New York City mayor earned the nickname "America's mayor."

The former mayor has a tax plan with one distinguishing proposal -- his Fair and Simple Tax, or FAST, form. The one-page tax form would only have three tax brackets on it -- 10 percent, 15 percent and 30 percent. It would still permit people to deduct mortgage interest, charity, state and local taxes, the child tax credit, and the personal exemption, along with an exemption of up to $15,000 for those without employer-based health insurance. Taxpayers could opt to use the form to pay their taxes each year.

Giuliani would also provide an additional health insurance tax credit for the poorest Americans and allow all consumers to purchase insurance coverage across state lines.

An idea unique to him on the education front is his federal school voucher program for special education students and his pilot scholarship program for the children of active-duty military personnel. His proposal would allow states to draw funds from the Individuals with Disabilities Education Act, or IDEA, to help families place their disadvantaged children in public or private schools.

The scholarship program would help the children of active-duty personnel attend private or public schools to which they are not assigned.
