Things get topsy-turvy when you try to say whether a specific state is doing a good job or a not-so-good job when it comes to emitting harmful carbon emissions into the atmosphere.
Some states are great when it comes to the total amount of carbon
emitted, but when you look at the emissions
per resident you may feel that state is falling
down on the job.
Conversely, some states that rank at or near the best on a per-person basis take a big flop when you consider that state's total output.
And others fall right in the middle on both scores.
